ベトナムのグェン･タン･ズン首相の、日本公式訪問を論評する！

18日から22日まで、初の外国訪問として日本を選んだ、ベトナムのグェンタンズン首相の公式訪日に対し、「コラコラコラム」としての論評を掲出します。

1>　「核開発」とくに「北朝鮮」の「核実験」について。
このテーマでは、日本の立場と主張に支持を頂戴し国際社会と共同歩調をとられる、強い意志を思い切った形で表明されたことに、日本の政界関係者、経済界の首脳は「心強く」捉えています。

2>　「経済連携協定＝ＥＰＡ」締結に向けた提案について。
このテーマは、Khai前首相の頃、当時のNien外務大臣からも打診がありましたが、当時は、日本からの投資に伴う様々な問題がベトナム内で山積しておりました。
そこで、日本とベトナムは「日越投資保護協定」を提議し、その後議論を重ねた上で、締結し、それに基づく「日越共同イニシャティブ」という投資に伴う政策やそれらに伴う諸制度を検証し改善するために共同作業を行いました。両国間に残された投資と生産活動などに伴う様々な問題を率直に指摘し議論し研究することで解決を重ねてきました。
間もなく(11月7日)、ベトナムはＷＴＯへ加盟します。また、ＡＰＥＣ首脳会議もハノイで来月開催されます。
ベトナムの国際社会での存在感は日増しに強められています。
このような今日の環境で、経済連携協定の締結に向けた作業を新たに提議されたことは大変大きな意義があります。
ここまで、短時日の間に、両国関係が信頼の下に安定し、着実に発展してきたことを顕しているといます。

3>　国連の場における協力関係について。
日本が、国連の安全保障理事会の常任理事国入りを目指す行動について、ベトナムから改めて支持表明がありました。
また、日本は、ベトナムが国連の安全保障理事会で非常任理事国を目指されることに、強い支持を示しました。
このことは国連の場はもとより国際社会における両国関係に、より大きな意味を持たせる意義があります。

4>　ＯＤＡについて。
日本は、今後も引き続きベトナムの社会基盤整備に向けた「政府開発援助」を積極的に推進します。
この点について、両国間で意思確認ができたことは大きいと思います。
今後は、人材基盤の整備という意味で、人の技術力向上への取り組みがより重要であり、より重層的な観点に立つ、人材交流が次のテーマになると考えます。

5>　カンボジア、ラオスの開発にベトナムの力が重要である。
このテーマは、これまで、ベトナムにとり、極めてセンシティブな問題でありました。国際社会も、簡単には容認しない要素を含んだテーマですが、今回の共同声明で、この分野について、日本がベトナムの立場や原則を理解し、支持する意志を明確にした点は、極めて大きな意味があると考えます。

6>　「石炭」「石油」などの資源開発について。
エネルギー資源の開発について、両国間で言及し、基本的な認識を共有できたことは意義深いと考えます。

7>　今回の訪日は、「北朝鮮」問題のため、日本での報道は横へおかれました。
今回の公式訪日が決定された頃、現在のここまでの国際情勢は想定外でした。
北朝鮮の、あまりにも突然の暴走に日本は対応を余儀なくされています。
このテーマに対し、政府関係者もマスコミも、右往左往させられ、日々困惑を重ねています。
この影響もあり、ズン首相の公式訪日を本邦の報道機関が正面から報じる機会は非常に少量となりました。
日本の報道機関が取り上げる機会が少ないからと考え、論評に及ばない点のではないかと、矮小な思考に走るなどは適正とは言えない。
先に述べたように、今回のズン首相の公式訪日は、実に大きな意味を持つ提案や議論が提議され、両国が相互信頼の下に諒解し、「共同声明」として発表してされています。

8>  日越関係は、これから新しい地平へと突き進むことに！
今後の、日越関係は、国際社会の中でも、両国がより大きな存在感を示し合え、新しい関係に入っていくことが予想される。
日本の安倍晋三首相も、ベトナムのズン首相も、共に第二次世界大戦後の生まれでもあり、何か共通する要素があるかも知れません。
ベトナムが民族の誇りをかけ解放戦争に挑んだ頃は、お二人は全く逆の立場の思考であったものと考えますが、今日、それらを克服し、お互いが強い意志で新しい世界秩序に取り組む姿勢は共有できる点が多いと考えています。

10月19日(木曜日)、我が国を訪問中のベトナム社会主義共和国グエン･タン･ズン首相と安倍晋三総理との間で日越首脳会談が行われ、日越共同声明への署名が行われた。
この日越共同声明において、両首脳は、これまでの共同検討会の結論を踏まえて、日ベトナム経済連携協定の交渉を立ち上げ、2007年1月に第1回会合を開催することを決定した。

2005年12月：東アジアサミット首脳会議において、日越首脳間で、日ベトナム経済連携協定の開始を目指すための共同検討会を立ち上げた。
2006年2月：ハノイにおいて第1回共同検討会を実施した。
2006年4月：東京において第2回共同検討会を実施し、双方が早期の協定締結を目指して交渉を開始することを両国政府に対して提案することを確認した。

Boosting Vietnam-Japan strategic partnership

Prime Minister Nguyen Tan Dung concluded his five-day official visit to Japan on October 22. A number of cooperative agreements and contracts worth more than US$500 million were signed during the visit. The two countries also signed a joint statement affirming their determination to build a strategic partnership for peace and prosperity in Asia.

Committee set up to promote mutual understanding 
The Vietnam Committee set up by Japan’s Council on Foreign Relations made its debut in Tokyo on October 20. Speaking at the event, Prime Minister Nguyen Tan Dung said the establishment of the committee is of great significance for the friendly relations between the two countries and people.

Tokyo (VNA) - Prime Minister Nguyen Tan Dung affirmed to create most favourable conditions for Japanese businesses, particularly businesses from Osaka prefecture, to invest and operate in Viet Nam.

PM Dung made the pledge at a seminar on investment held in Osaka on Oct. 21 by the Japan External Trade Organisation (JETRO) and the Ministry of Planning and Investment of Viet Nam.

The Vietnamese PM called on investors from Osaka as well as from Kansai region to invest in high technology, electronics and communications, oil and gas, large-scale tourism establishments, development of agricultural exports, trade and services.

He expressed his wish that Osaka investors and businesses, especially small and medium enterprises to pay more attention to Vietnamese market.

In a speech at the seminar, JETRO Deputy President Tomoharu Washio informed that investment by Osaka businesses made up 30 percent of total Japanese investment capital in Viet Nam.

Osaka Governor Fusae Ota, while receiving PM Dung prior of the seminar, said PM Dung's visit to the city laid a foundation for stronger relations between the two countries as well as between his prefecture and localities in Viet Nam.

Osaka will open a trade promotion centre in Viet Nam and hold Asian urban conference in order to create new investment fields for Osaka investors in Viet Nam, said the governor.

PM Dung stressed that Osaka has played an important role in economic, commercial and cultural exchanges with Viet Nam and expressed his hope that the friendship and cooperation between Osaka and cities and provinces of Viet Nam would be further developed.-Enditem

Tokyo (VNA) - Viet Nam and Japan issued a joint statement following the talks between visiting Vietnamese Prime Minister Nguyen Tan Dung and his Japanese counterpart, Shinzo Abe, in Tokyo on Oct. 19.

In the statement, the two sides expressed their determination to further expand and strengthen bilateral relations as strategic partners for peace and prosperity in Asia.

They highly valued the friendship which has developed between the two countries in the spirit of long-term stability and mutual trust on the basis of the "Japan-Viet Nam's Foreign Ministers' Joint Statement Toward a Higher Sphere of Enduring Partnership" in 2004.

The statement said that the two sides confirmed their willingness to have more frequent high-ranking visits and exchanges of views.

PM Dung expressed his gratitude towards Japan's contribution to Viet Nam's economic and social modernisation being the largest donor country of official development assistance (ODA), welcoming the volume of Japan's ODA to Viet Nam surpassed 100 billion yen in the Japanese fiscal year 2005, and hoped that cooperation between Japan and Viet Nam will be further enhanced in the coming years.

PM Abe reaffirmed Japan's firm support for Viet Nam's socio-economic development by providing assistance in priority areas such as promotion of growth, improvement in living standards, social issues, and institutional building while utilising advanced Japanese technology and expertise.

The two sides reaffirmed the importance of the continued implementation of Viet Nam's Doi Moi (renewal) policy and its integration into the world economy.

PM Abe expressed strong support for the early accession of Viet Nam to the World Trade Organisation (WTO), and hoped that WTO accession would accelerate Viet Nam's economic development.

The Japanese government leader also reiterated Japan's continued support and assistance to Viet Nam in its international economic integration, particularly in the post-WTO accession period.

The two sides also reaffirmed their commitment to the promotion and early conclusion of the ASEAN-Japan Comprehensive Economic Partnership (AJCEP) Agreement negotiations, which should include provisions on cooperation.

They decided to jointly create favourable conditions for the business circles of the two countries in order to increase two-way trade to 15 billion USD in 2010 from 8.5 billion USD in 2005.

The two PMs wanted to promote cooperation in the field of science and technology, including Information and Communication Technology (ICT), based on the Viet Nam-Japan Agreement on Cooperation in Science and Technology signed last August.

In particular, with respect to ICT, the two sides noted the importance of Japan's ODA cooperation project in higher education which started this year.

Both sides will cooperate on peaceful uses of nuclear energy, the two sides decided to promote cooperation in this area, which include making efforts to lay legal, administrative and other necessary infrastructure.

The two sides expressed their determination to further promote mutual understanding through exchanges in the fields of culture, education, tourism and sports.

Both sides also shared the view of the importance of youth exchanges, and appreciate the educational effect of filmmaking activities by students now underway in Viet Nam.

Regarding cooperation at international arenas, the two sides recognised that cooperation in addressing regional and global challenges is important.-Enditem

PM Dung encourages inflow of investment from Osaka

The Vietnamese Government creates favourable conditions for Osaka businesses to invest effectively in the country, Mr Dung assured representatives of more than 300 leading business and economic groups of Osaka city and Kansai region at an investment conference in Osaka on October 21.

Prime Minister Nguyen Tan Dung on October 21 flew to Osaka – one of Japan’s largest cities – to attend an investment conference with the participation of representatives from more than 300 businesses and big groups.

Mr Dung was welcomed at Kansai International Airport by officials and staff of the Vietnamese Consulate and Vietnamese students in Osaka.

Speaking at a banquet held in honour of Mr Dung and his encourage, Osaka Governor Fusae Ohta affirmed that cooperative relations between Osaka and Vietnam have flourished in recent years, adding that Osaka generates 30 percent of total trade value between Vietnam and Japan. She affirmed that Japanese leaders’ strong support for Vietnam will lay a firm foundation for boosting cooperation between Vietnam and Japan and between Vietnam and Osaka in particular.

“Businesses in Osaka and Kansai region are keen to do business in Vietnam,” said the Governor. “We will establish an Investment Promotion Centre in Vietnam in 2007 to promote Osaka investment in Vietnam. We will also strengthen cooperation and exchanges with Vietnam through cultural and social forums.”

Meanwhile, Mr Dung welcomed Osaka’s decision to establish an Investment Promotion Centre in Vietnam next year, but said cooperative relations between the two sides have not matched their potential.

“The Vietnamese Government creates favourable conditions for Osaka businesses to invest effectively in the country,” Mr Dung reaffirmed the message at an investment conference in Osaka the same day.

He welcomed representatives of more than 300 businesses and economic groups in Osaka to the conference, which he said showed their keen interest in cooperation opportunities between Kansai region, Osaka city and Vietnam.

Mr Dung briefed participants on Vietnam’s achievements during the Doi Moi (Renewal) process and its major development plans. He affirmed that Vietnam will finalise the market economy institution and the legal system and establish a healthy and transparent business and investment environment with the aim of creating an equal playing field for all investors.

The Vietnamese PM noted that Vietnam and Japan signed the Investment Promotion and Protection Agreement, creating the legal corridor for facilitating investment and cooperation activities between the two sides.

“The implementation of the Vietnam-Japan Joint Initiative on Vietnam’s investment environment has so far paid off, making considerable contributions to creating a healthy and transparent business environment, which has been considered a successful cooperative model in the region,” stressed Mr Dung. “The two countries’ preparations for upcoming negotiations on the Vietnam-Japan Economic Partnership Agreement will help boost our economic and trade ties.”

Mr Dung said Vietnam admires Japanese businesses’ financial power, technology, sales network, management skills and workmanship and is willing to create favourable conditions for Japanese businesses to invest and do business successfully in Vietnam.
Mr Dung and Minister of Planning and Investment Vo Hong Phuc called on Japanese businesses to invest in such areas as high-tech, manufacturing technology, electronics, information, oil and gas and tourism.

They also answered Japanese businesses’ questions about Vietnam-Japan relations and the implementation of the Vietnam-Japan Joint Initiative.

Mr Dung briefed participants on the results of his talks with Japanese PM Shinzo Abe and said the two sides committed to developing Vietnam-Japan relations into the strategic partnership to contribute to peace and stability in the region and the world. He expressed his hope that businesses in Osaka and Kansai region will make practical contributions to developing cooperative relations between Vietnam and Japan.

Later, Mr Dung visited several historic sites in Osaka.
On October 22, he will leave Osaka, concluding a five-day official visit to Japan at the invitation of Japanese PM Shinzo Abe.

安倍晋三首相は19日、ベトナムのグエン･タン･ズン首相と首相官邸で会談し、貿易･投資の自由化ルールを定める経済連携協定(ＥＰＡ)締結に向けた正式交渉を来年1月に始めることで合意した。また、北朝鮮の核問題について北朝鮮が6カ国協議に即時復帰し、拉致問題を含めた国際社会の懸念を払しょくすべきだとの認識で一致した。

両首脳は共同声明で、05年に85億ドルだった2国間の貿易総額を10年までに150億ドルに拡大させるため、商業交流の環境整備に努めることを打ち出した。会談では、ズン首相が日本の国連安全保障理事会常任理事国入りに支持を表明。安倍首相はベトナムが08～09年に非常任理事国になることへの支持を伝えた。

ズン首相は会談に先立ち参院本会議場で演説し、北朝鮮の核実験について「ベトナムは、この地域の非核化と核実験反対の立場を一貫して堅持している」と述べた。【谷川貴史】

19日の日本･ベトナム首脳会談で、経済連携協定(ＥＰＡ)の交渉開始が合意されたことを、日本の経済界は歓迎している。早期の協定締結を望んでおり、「東アジア全体での地域協定に発展させてほしい」(山口信夫･日商会頭)と要望している。（５面参照）

日本とベトナムの05年の輸出入総額は8979億円(前年比18％増)、日本からの投資額(実行ベース)は前年の1･5倍以上の3･8億ドルといずれも大幅に伸びている。

大手企業でもキヤノンや松下電器産業、ホンダ、ヤマハなどが生産拠点を構えている。ＥＰＡで関税率引き下げが実現すれば、「日本からの部品輸入コストが低減でき、競争力が高まる」(メーカー)との期待がある。【小林理、斉藤信宏】

ベトナムのグエン･タン･ズン首相は20日、日本記者クラブ(東京･千代田)で記者会見し、世界貿易機関(ＷＴＯ)への加盟が「このほど認められ、近日中に正式メンバーとなる」と明らかにした。そのうえで「市場経済を積極的に導入し、東南アジア諸国連合(ＡＳＥＡＮ)域内と世界経済の統合に貢献したい」と述べた。

ベトナムは1995年に加盟交渉を開始。難航していた米国との二国間交渉が今年5月にまとまり、今月9日から最終交渉を進めていた。ズン首相は「審査をすべて通過した」と説明、加盟が承認されたと話した。

ズン首相は6月に就任。初の外遊先に日本を選んだ理由について「ベトナムの最大の経済パートナーであり、誕生したばかりの安倍政権とともに両国関係を新しいレベルに引き上げたい」と説明した。経済面では「2030年までに先進的な産業国として世界に認知されたい」との目標を掲げ、市場経済への移行を加速させることを強調した。 (20:00)
