ズン首相公式訪日、ベトナム国内での報道!

ベトナムのグェン・タン・ズン首相の公式訪日について、ベトナム共産党機関紙「ニャンザン」の東京発[Vietnam News Agency]報道記事(英文)を掲出します。

Vnnationalflag_53ベトナム首相の公式初訪日に伴う、日本国内での報道は「北朝鮮危機」についての報道に押され、一部を除き、殆どのメディアが報じませんでした。この度の公式訪日現場に居合わせた側には、この点では、日本のニュース報道姿勢を、改めて考えさせられると同時に、かなり常軌を逸しているのではないかと、思わず疑わざるを得ない情況でもありました。

別に、大きな問題ではないかも知れません。しかし、この度の「日越共同声明」は、本邦が、これから展開するアジア外交の上で一つのメルクマールとなることは間違いがありません。それも検証することなく、「北朝鮮報道」だけに、しかもかなりヒステリックに終始する姿は、とても正常なメディア報道の姿とは見えません。

Prime Minister describes Japan visit as successful

Prime Minister Nguyen Tan Dung confirmed the success of his visit to Japan in a message of thanks which he sent to Prime Minister Shinzo Abe while flying home in the afternoon of October 22.

“The fruitful outcome of the visit and the talks between us have illustrated our resolve in taking our reliable partnership to a new level in the interest of the two peoples and for peace, stability, security, co-operation and development in Asia and the rest of the world,” stressed PM Dung.

In an interview with the Vietnamese press, the Prime Minister said that "the visit demonstrates the aspiration by both sides to bring friendly relations and multifaceted co-operation to a new height and usher in a new chapter in the friendly relations encouraged by both Governments and peoples during the past decades."

The two sides agreed to become strategic partners for building peace and prosperity in Asia, carry out more visits by high-ranking officials and exchanges between parliamentarians, ministries, agencies and localities in the fields of politics, economics, diplomacy and security, the Government leader said.

He noted that the Japanese side had given high priority to Vietnam's proposal to sustain and increase Official Development Assistance (ODA) in order to boost infrastructure and technology projects, particularly in building the north-south road and railways and the Hoa Lac hi-tech zone.

The two sides also agreed to start official negotiations on an Economic Partnership Agreement next January, expand trade co-operation, increase two-way trade turnover to US $15 billion by 2010 from US $8.5 billion last year, PM Dung said.

He added the two sides encouraged Japanese companies to promote ties in science and technology, education and training, cultural exchange and create more favourable conditions for Vietnamese students in Japan.

PM Dung said Japan had affirmed to continue assistance for Vietnam in integrating with the world economy and successfully organise the APEC Economic Leaders’ Meeting. Meanwhile, Vietnam reasserted its support for Japan's bid to become a permanent member of the United Nation's Security Council.

Japan also backed Vietnam's bid to become a non-permanent member in the council during the 2008-09 term.

In his meeting with Japanese leaders, the Prime Minister affirmed that Vietnam was an effective ODA user and that the Government took the lead in strictly combating wastage and corruption while using international aid, including from Japan.

This was also appreciated by the Japanese Diet, politicians and enterprises, said PM Dung.

During his stay in Japan, PM Dung had talks with the Speakers of the House of Representatives and the House of Counsellors, delivered a speech before the Parliament, paid a courtesy visit to the Emperor and Emperess, and met former Prime Minister Junichiro Koizumi and executives from 60 leading economic groups.

PM Dung also attended two seminars on investment and visited Osaka.

The leader was accompanied by almost 60 businesspeople, who had managed to sign a number of major accords in investment and trade.

In addition to the five contracts signed at a workshop on investment held in Tokyo, Vietnamese businesses have signed a number of programmes of co-operation such as a US $50 million contract for the construction of a steel production factory by the Vietnam Steel Corporation. The Coal and Mineral Industries Group has signed an agreement for mining aluminium in the Central Highlands province of Lam Dong. The Foreign Trade Bank has held a workshop with the participation of 140 businesses seeking loans for major projects. (VNA)

PM affirms measures to draw in Japanese businesses

Prime Minister Nguyen Tan Dung affirmed to create most favourable conditions for Japanese businesses, particularly businesses from Osaka prefecture, to invest and operate in Vietnam.

PM Dung made the pledge at a seminar on investment held in Osaka on October 21 by the Japan External Trade Organisation (JETRO) and the Ministry of Planning and Investment of Vietnam.

The Vietnamese PM called on investors from Osaka as well as from Kansai region to invest in high technology, electronics and communications, oil and gas, large-scale tourism establishments, development of agricultural exports, trade and services.

He expressed his wish that Osaka investors and businesses, especially small and medium enterprises to pay more attention to Vietnamese market.

In a speech at the seminar, JETRO Deputy President Tomoharu Washio informed that investment by Osaka businesses made up 30% of total Japanese investment capital in Vietnam.

Osaka Governor Fusae Ota, while receiving PM Dung prior of the seminar, said PM Dung's visit to the city laid a foundation for stronger relations between the two countries as well as between his prefecture and localities in Vietnam.

Osaka will open a trade promotion centre in Vietnam and hold Asian urban conference in order to create new investment fields for Osaka investors in Vietnam, said the governor.

PM Dung stressed that Osaka has played an important role in economic, commercial and cultural exchanges with Vietnam and expressed his hope that the friendship and co-operation between Osaka and cities and provinces of Vietnam would be further developed. (VNA)

Tokyo (VNA) - Senior officials of Viet Nam and Japan have agreed to promote official negotiations on an Economic Partnership Agreement (EPA) and expand bilateral trade ties.

While accompanying Vietnamese Prime Minister Nguyen Tan Dung on his official visit to Japan from Oct. 18-22, Minister of Trade Truong Dinh Tuyen had separate working sessions with Japanese Minister of Economy, Trade and Industry Akira Amari and Deputy Minister of Foreign Affairs Asano Katsuhito.

The two sides discussed to conduct negotiations and major issues that will be likely touched upon during EPA negotiations scheduled to begin in January 2007.

Minister Tuyen proposed that chief negotiators of the two countries should meet soon to work on contents of the agreement before coming to the negotiating table.

In addition, the two sides affirmed their determination to speed up and quickly conclude negotiations on the ASEAN-Japan Comprehensive Economic Partnership Agreement.

The signing of the Viet Nam-Japan Economic Partnership Agreement and Viet Nam's accession to the World Trade Organisation, hopefully in late this year, is expected to increase two-way trade to 15 billion USD in 2010 from 8.5 billion USD in 2005.-Enditem
