北方領土海域での銃撃拿捕事件を改めて問う！

北方領土海域で発生した「カニかご漁船」への銃撃拿捕事件は、結局、確たる証拠もない(ロシア側は証明できない)まま、それでも、強引に拿捕した船長に「国境侵犯と密漁」の罪を被せ、認めさせ、罪に問い、挙げ句は罰金を支払い拿捕した漁船を没収して、帰国させるという、ロシアが言うところの人道的な見地から、誠心誠意対処したと主張することで手を打つという「コラコラコラム」の予想通りの幕引きになった。

海上保安庁とりわけ根室海上保安部は、この事件発生の以前から、周辺海域で操業する漁民へどのような指示をしていたのか？あるいは、外務省は、最近のプーチン政権の領土問題に対する方針変化(強硬化)について、どのような基本認識をもっていたのか？大いに疑いの目を向けなければならない。

事件発生時に見せた外務省の対応は、アタフタするだけだった。ハッキリ言ってしまえば無能の集団が空威張りしただけだった。あのアタフタした対応ぶりを見せつけられた、北海道の北方領土周辺の沿海漁民は、やはり外務省の主張より、鈴木宗男代議士の主張の方が正しいのではないか？と疑念を持ったことだろう。

なにせ、釈放交渉に向かわせたのが、本人の主張はともかく外交面では厚顔無知の厚化粧女の代表チャンプ山中(前)外務政務官だったから、テレビニュースでその姿を見せつけられた側は、二度ビックリ、そして仰天転覆してしまった。今は、内閣官房長官に登り詰めた塩崎氏も、当時は外務副大臣とやらで、この件では、遙かモスクワまで足を伸ばしてはみたものの、結果は、航空運賃と宿泊ホテル代を無駄遣いしたに過ぎなかった。

解放のボス交で腕力を示したのは、何を隠そう、ジャガイモ顔のブタリオン武部(当時自民党幹事長)その人だった。自らの選挙区を意識し、隣の選挙区で縄張りを張る刑事被告人に問われた鈴木宗男代議士への面当てもあり、オーストラリア、ベトナム、カンボジア歴訪から帰国するや否や、とるモノもとりあえず、一路モスクワを目指し、降り立つやボス交をオッ始め、瞬く間に、決まり手は「押し出し」で、話をまとめたと想像する。

別に、厚顔無恥で厚化粧女の山中(前)外務政務官や、塩崎(前)外務副大臣、武部(前)幹事長まで出かけなくても、結果は、大して変わらなかったと考えるが、それでも、本邦の国境警備や、それへの認識を始め危機管理を含めた脆弱さを改めて見せつけた事件だった。

勿論、犠牲となり尊い人命を失われた犠牲者には哀悼の意を表することに変わりはない。また、解放された船長にもご同情申し上げる。

極めて残念ながら、お寒い、政策しか持たない国である！

北方領土周辺海域で北海道根室市の漁船「第31吉進丸」がロシア国境警備隊に銃撃・拿捕され、乗組員1人が死亡した事件で、約1カ月半ぶりに解放された坂下登船長(59)は3日午後2時ごろ、ビザなし交流の船で国後島から根室港に戻った。

吉進丸は8月16日朝、ロシア国境を侵犯し密漁したとして、北方領土･貝殻島付近で銃撃･拿捕された。銃撃で甲板員一人が死亡。ほかの2人の甲板員は8月30日に解放されたが、坂下船長は領海侵犯と密漁の罪で起訴され、9月21日に国後島の裁判所で罰金などの有罪判決を受けた。　ZAKZAK 2006/10/03  ←引用終わり

Russia releases crab boat skipper   (The Japan Times On Line)

NEMURO, Hokkaido (Kyodo) A skipper taken into custody for poaching in Russian-claimed waters off Nemuro, Hokkaido, returned home Tuesday after seven weeks in Russian hands.

Noboru Sakashita, 59, was handed over to a Japanese ship off Russian-administered Kunashiri Island after paying a 500,000 ruble (2.2 million yen) fine in accordance with a South Kuril District Court ruling Sept. 21 in Yuzhno-Kurilsk on Kunashiri Island.

The court also ordered the seizure of his crab boat, the 4.9-ton Kisshin Maru No. 31.

Prosecutors in the Russian Far Eastern province of Sakhalin said the ruling was final as neither prosecution nor defense had appealed the ruling.

The Japanese ship carrying Sakashita left for Nemuro at around 9:40 a.m. and arrived shortly before 2 p.m., the Foreign Ministry said.

Following his arrival at Nemuro port, Sakashita made a condolence call on the family of Mitsuhiro Morita, 35, who was killed when a Russian patrol boat fired on his vessel Aug. 16, before seizing Sakashita and the two other crew members.

Sakashita talked to Morita's widow, his mother and other family members, saying, "I'm sorry," and then broke into tears, according to a local fishermen's co-op member who was there.

On Aug. 16, the Russian border guard intercepted the fishing boat near Russian-administered Kaigara Island off Hokkaido and fired on the vessel, killing Morita.

The Russian side said the death was accidental: The gunfire was a warning because Sakashita and his crew had tried to get away.

The fishing boat had a Hokkaido permit to fish for crab in designated sites off the northern and southern side of the Nemuro Peninsula, but crabbing is banned in Russia-claimed waters farther east where Japanese fishing boats are allowed to take only kelp.
