ベトナム国会 グェン･フー･チョン議長の訪日と「貿易投資セミナー」ほか

3月16日～20日(今日)までの日程で、ベトナムの国会グェン･フー･チョン議長が河野洋平衆議院議長の招待を受け、随行者と共に公式訪日した。

今年は、日本とベトナムが正式に外交を樹立してから35周年となり、秋に向け様々な行事の準備が進められている。
チョン議長の公式訪日は、国交樹立35周年を記念する年明け最初の外交日程といえる。
衆議院訪問、皇居参内に続き、いくつかの公式行事をこなした後、東京と大阪で「貿易と投資に伴うセミナー」に出席し、ベトナムの国会議長として、ベトナムが取り組む「ドイモイ」の進捗、過去から今日までの越日関係の発展について、また、両国間の貿易と投資の関係、現在進めている「ＥＰＡ(経済連携協定)」の見通しなどについて講演した。

国会では、衆議院河野洋平議長、参議院江田五月議長と懇談し両国の関係強化などについて活発な意見交換がなされた。

皇居への参内では天皇･皇后両陛下との懇談を行うなど意欲的で活発な外交姿勢を見せた。

懇談の冒頭において河野議長から、日本とベトナムの外交関係樹立35周年の幕開けとなるチョン議長の来訪を歓迎する旨の挨拶があり、続いて両国間では首脳の往来のみならず、一昨年の横路副議長のベトナム訪問や両国国会の友好議員連盟による往来など、極めて活発な議会間交流が行われている旨の発言がありました。これに対してチョン議長は、今回の訪日招待に対する謝意を表明するとともに、来日してまだ二日ではあるが、日本とベトナムとの関係が全面的に発展しつつあることを実感でき、今回の訪日をさらなる関係発展につなげたいと述べました。

また、河野議長は、国民の勤勉さと経済政策により日本は戦後の国造りを行ってきたが、戦争の悲惨さを忘れてはならない、また両国間には文化的共通点も多く国際社会への貢献も念頭において協力関係を発展させていきたいと述べました。これに対し、チョン議長は、ベトナムも戦火を経た上で近代的な国造りに励んでおり、日本を主要なパートナーとして未来志向で協力を進めていきたい、両国の間にはまだまだ協力の余地はたくさん残されており、政府、議会、国民といった幅広いレベルで関係を深めていきたいと応えました。

チョン議長一行は、3月16日(日)から3月20日(木)まで我が国に滞在します。議長は滞在中、夫人とともに天皇皇后両陛下にお目にかかるのをはじめ、衆参両院議長を訪問するとともに、政財界関係者との懇談や経済セミナー出席の後、大阪及び京都を訪問します。

Japanese investment in Vietnam encouraged

The Vietnam National Assembly will try its best to perfect the legal system and accelerate administrative reforms to create the best possible conditions for Japanese investors to operate in the country, says National Assembly Chairman Nguyen Phu Trong.

Mr Trong welcomed more than 200 Japanese entrepreneurs to the Vietnam-Japan Business Forum held in Tokyo on March 17, saying their presence shows the keen interest in exploring the emerging Southeast Asian market.

“With the presence of many Japanese entrepreneurs, the forum is expected to open up a new chapter for stronger economic cooperation between the two countries in the future,” said Mr Trong.

Mr Trong briefed the participants, including representatives of 70 leading Vietnamese businesses, on Vietnam’s Doi Moi (Renewal) process, its improved investment environment and called on Japanese entrepreneurs to establish partnerships with Vietnamese businesses.

According to Mr Trong, currently Japan ranks third among leading foreign investors in Vietnam with a total registered capital last year reaching US$1.7 billion. Two-way trade also hit nearly US$13 billion last year and is expected to increase to US$15 billion by 2010.

However, Mr Trong said that the two countries still hold great potential for further cooperation. He said that during the international economic integration process, Vietnam needs foreign assistance and cooperation in infrastructure construction, the development of the capital market, personnel training and high-tech industries.

At the forum, the Hanoi development and investment group signed a fibre optic cable manufacturing contract with Hitachi group worth US$100 million.

Later the same day, Mr Trong paid a courtesy visit to Japanese Emperor Akihito and Empress Akiko. Emperor Akihito recalled the Japan visit by Vietnamese State President Nguyen Minh Triet last year and expressed his hope that the two countries will successfully implement cooperation agreements reached by the two countries’ top leaders.

Mr Trong thanked the Emperor and Empress for the warm welcome and hoped that they will make a further contribution to strengthening bilateral relations.

At a reception for President of the Japanese Communist Party (JCP) Kazuo Shii, Mr Trong affirmed that the Communist Party of Vietnam (CPV)’s goal is to implement social equality and build a law-governed State of the people, by the people and for the people.

For his part, Kazuo Shii praised Vietnam’s achievements, particularly in poverty reduction, during the Doi Moi (Renewal) process under the leadership of the CPV as well as its policy on developing the socialist-oriented market economy.

Both host and guest shared the view that the two parties will continue to share theoretical experiences to deepen the relations between the two parties and the two nations.

The Vietnamese legislative leader also received CEOs of leading Japanese corporations such as Sumitomo, Mitsubishi and Nomura, the Head of the Policy Council of the Liberal Democratic Party (LDP) and visited the headquarters of the Japan Federation of Economic Organisations (Nippon Keidanren).

Mr Trong thanked the Government, the Diet and people of Japan, including leading investors and economic groups, for supporting Vietnam in its development endeavour. He said Japanese-invested projects such as Nomura industrial park in Hai Phong city and North Thang Long-Sumitomo industrial park in Hanoi have been paid off while Japan’s official development assistance (ODA) capital have been effectively used in Vietnam.

Head of the LDP Policy Council Kaikan said that never before has Vietnam been so popular in Japan like at present. He said that Japanese legislators have supported efforts to strengthen ties with Vietnam.
